Let technical experts be the expert and team leaders lead their teams.  A successful project manager maintains the big-picture goals— Timeline, Quality, Budget, Scope, Contingencies, Risk—while not getting bogged down in the day-to-day micro-management of specific tasks.
The Project manager's accountability must be matched by equivalent authority.  

If a Project Manager is to be responsible for the outcome of the project, then he/she must be given the authority to make the project his/her own.
